Modul follows a progressive decentralization model in which token holders control key economic parameters, including:

• Buyback frequency and intensity

• Reward allocation ratio between holders and engagers

• Treasury usage rules and staking incentives

• Community growth campaigns and partnership approvals

Voting is executed off-chain using Snapshot, with optional on-chain verification using Merkle proofs.
